Creates the State Procurement Diversity and Inclusion Task Force to study underrepresentation of minorities, women, persons with disabilities, and LGBTQ+ individuals in corporate diversity and state procurement opportunities and awards

Task Force membership includes 13 members: Secretary of State (as Chair), 4 state legislators (2 from each chamber, bipartisan), 2 chief procurement officers appointed by the Governor, and 5 representatives from women-owned, disability-owned, minority-owned, and LGBTQ+-owned businesses

Task Force must review required business filings on demographic makeup, the Business Enterprise Program, and the Illinois Procurement Code to identify areas for improvement

All members must be appointed by September 1, 2025, with at least 5 meetings required; final report with findings and recommendations due to the Governor and General Assembly by January 1, 2027

Members serve without compensation but may receive travel expense reimbursement; the provision repeals on January 1, 2028
