Amends the Student Online Personal Protection Act (SOPPA) to create a private right of action for individuals harmed by an operator's violation of the Act

Allows aggrieved persons to file lawsuits in State circuit court or as a supplemental claim in federal district court against operators who violate student data privacy protections

Maintains existing enforcement authority for the Attorney General to pursue violations as unlawful practices under the Consumer Fraud and Deceptive Business Practices Act

Expands legal remedies beyond government enforcement by enabling students, parents, or other affected individuals to directly sue companies that mishandle student online personal information
