Adopts the Retirement Systems Reciprocal Act (Article 20 of the Illinois Pension Code) for the Chicago Firefighter pension system, allowing eligible members to combine service credit from multiple Illinois public pension systems when calculating benefits

Applies only to individuals who become entitled to receive a retirement annuity or survivor's annuity on or after the effective date of the legislation and who elect to use the reciprocal provisions

Requires the Chicago Firefighter pension fund to implement the mandate without reimbursement from the State of Illinois
