Requires all Illinois high school districts to give priority for school parking passes to students with disabilities who have a disability license plate or parking decal/device

Students with disabilities must be able to park an accessible distance from the school entrance and receive first consideration before other students are assigned parking passes

Students who obtain a disability license plate or parking decal after initial parking pass assignments must still receive priority consideration

Applies the same parking pass prioritization requirements to Chicago Public Schools (through Section 34-18.88)

Extends identical parking pass priority requirements to all public institutions of higher education in Illinois
