Allows private donations to the Domestic Violence Shelter and Service Fund to be used for travel expense grants for military veterans who experienced domestic violence while serving in the U.S. Armed Forces

Directs the Department of Human Services, subject to appropriation, to make grants covering reasonable travel expenses for discharged veterans to participate in domestic violence proceedings

Authorizes County Veterans Assistance Commissions and tax-exempt veterans' organizations under Section 501(c)(19) of the Internal Revenue Code to receive these grants

Expands enforcement of protective orders to include those issued by military commanders of the U.S. Armed Forces, not just military judges

Permits the Illinois Supreme Court to adopt rules promoting pro bono legal representation for domestic violence victims seeking protective orders
