Expands eligibility for the Heroes Way Designation Program to allow federally-chartered and state-chartered veterans service organizations to apply for honorary roadside signs honoring service members killed in action

Veterans service organizations may only apply when no eligible family member (related by marriage, adoption, or consanguinity within the second degree) is available to petition for the designation

Adds new definitions for "federally-chartered veterans service organization" (chartered by U.S. Congress and incorporated in Illinois) and "state-chartered veterans service organization" (chartered by the Attorney General under the Veteran Service Organizations State Charter Act)

Maintains existing requirements that the honored service member must have been an Illinois resident at the time of death and be listed on the National Gold Star Family Registry

Application process remains unchanged, requiring a General Assembly sponsor, description of the proposed highway interchange/bridge/segment, and payment of fees to cover sign construction and maintenance costs
