Amends the Acupuncture Practice Act to allow unlicensed persons to perform the 5-needle protocol, a procedure inserting 5 needles into the external ear to provide relief from behavioral health conditions

Unlicensed practitioners must complete appropriate training from the National Acupuncture Detoxification Association, People's Organization of Community Acupuncture, or similar Board-approved program, plus clean needle technique training

Practitioners must use only sterile, single-use disposable needles and cannot reuse needles

Unlicensed practitioners are prohibited from claiming to treat specific diseases, using titles implying they are acupuncturists, or stating their practice is licensed or regulated by the State

Needle insertion anywhere other than the ear under this exemption constitutes unlicensed practice of acupuncture
