Allows election authorities in counties under township organization to combine two contiguous townships into a single election precinct if at least 2 of 4 specified conditions are met

Qualifying conditions include: certification that townships were combined for the previous 2 general elections; combined registered voters not exceeding 1,800; no more than 500 registered voters in any precinct within either township; or majority approval from both township boards of trustees

Removes the existing requirement that each town in counties under township organization must constitute at least one election precinct

Requires election authorities to consider voter convenience and election integrity when deciding whether to combine townships into one precinct

Amends Section 11-1 of the Illinois Election Code (10 ILCS 5/11-1)
