Increases the target number of registered voters per election precinct from 1,200 to 1,800 for counties with fewer than 3,000,000 inhabitants, matching the existing standard for larger counties (Cook County)

Eliminates the two-tier precinct size system that previously required 1,200 voters per precinct in smaller counties and 1,800 voters per precinct in counties with 3,000,000+ inhabitants

Applies the uniform 1,800 registered voter standard to both County Board-established precincts and Board of Election Commissioners precincts statewide

Allows County Boards to consolidate precincts in addition to redividing or readjusting them at their regular June meeting or adjourned July meeting

Maintains existing exceptions allowing apartment buildings with more than 1,800 registered voters to constitute a single precinct
