Changes the method for calculating precinct size in counties under 3,000,000 population from 1,200 registered voters to 1,200 registered voters who cast a ballot in person on the most recent general election day

Standardizes precinct size at 1,800 registered voters for all Board of Election Commissioners jurisdictions, eliminating the previous distinction between counties with fewer than 3,000,000 inhabitants (1,200 voters) and those with 3,000,000 or more (1,800 voters)

Grants County Boards explicit authority to consolidate precincts in addition to redividing or readjusting them at their June or July meetings

Requires precinct boundary changes after each decennial census following congressional and legislative redistricting, with precincts to remain within single congressional, legislative, representative, County Board, and municipal ward districts where practicable

Removes references to apartment buildings with more than 1,200 registered voters as single-precinct exceptions, keeping only the 1,800-voter threshold for such buildings
