Exempts property tax levies made to fund Veterans Assistance Commissions from the Property Tax Extension Limitation Law (PTELL) cap, allowing these levies to be excluded from a taxing district's aggregate extension calculation

Applies to all categories of taxing districts subject to PTELL, including those subject to the law before and after the 1995 levy year, as well as districts that became subject through referendum

Takes effect beginning with the 2026 levy year

Amends Section 18-185 of the Property Tax Code by adding Veterans Assistance Commission funding to the list of special purpose extensions excluded from aggregate extension limits (similar to existing exemptions for pension contributions, mental health services, and bond payments)
