Amends the Vector Control Act to require organizations performing mosquito control as a public service to submit a written integrated vector management plan to the Illinois Department of Public Health

Defines "integrated vector management approach" as prioritizing prevention, biological and nonchemical control of disease vectors, and data-driven vector management strategies

Requires vector management organizations to establish and maintain a public notification system before using wide-area chemical pesticides from public rights of way

Exempts Department of Public Health mosquito control grantees already supervised by the Department and businesses/persons regulated under the Structural Pest Control Act from the new plan requirement

Adds legislative findings recognizing climate change as a factor in future vector-borne diseases and endorsing integrated pest management as the best approach to balance environmental protection and public health; effective January 1, 2026
