Prohibits applicants from obtaining a new commercial vehicle relocator's license or safety relocator's registration certificate while their current license/certificate (or that of an entity they have ownership interest in) is suspended

Bars applications for new relocator licenses/certificates for 5 years after revocation of the applicant's license or that of an entity in which they hold ownership interest; restrictions also apply to immediate family or household members

Requires commercial vehicle relocators to provide at least 90 days public notice posted on premises and 60 days written notice mailed to registered vehicle owners before relocating a vehicle in their possession

Mandates commercial vehicle safety relocators provide a printed price list showing per-mile towing charges and per-day storage charges to the vehicle driver before removal, or to the person authorizing the tow if driver unavailable

If no driver or occupant is present when a vehicle is towed, the price list must be mailed within 24 hours to the registered vehicle owner's address
