Creates the Victim Centered Approach Pilot Program Act requiring the Lake County State's Attorney to develop a program representing noncitizen victims of violent crimes in filing immigration remedies before U.S. Citizenship and Immigration Services

Provides funding to represent or counsel 50 noncitizen victims annually for 5 years who were victimized by violent crimes in Lake County

Eligibility requirements include: being a noncitizen victim never placed in removal proceedings, having suffered a violent crime in Lake County, and not being barred from immigration remedies before the administrative body

Amends the Counties Code to allow State's Attorneys in counties with more than 500,000 population to act as attorneys for noncitizen victims in immigration cases without fee or appointment, if the victim was victimized within and is located within that county's boundaries
