Creates the Nitrogen Reduction Incentive Program Act requiring the Department of Agriculture to develop a nitrogen reduction incentive program by January 1, 2026, in consultation with the Department of Natural Resources and soil and water conservation districts

Provides per-acre payments of at least $5 to farmers who reduce commercial nitrogen fertilizer rates by 15% or 30 pounds per acre (whichever is less) by incorporating qualifying products like biofertilizers or biological nitrogen sources

Program budget is set at $5,000,000 in the first year with annual renewal for at least 4 years, subject to appropriation

Requires the Department to periodically review minimum reduction targets and qualifying products to account for new technologies, and to adjust payment rates based on inflation

Crop management records collected from participating farmers, including field boundaries, crop yields, and nitrogen rates, are designated as confidential
