Amends the Illinois Library System Act to add a new category of state grants specifically for improving or enhancing security at libraries

Modifies planning and construction grants to be available to library systems and public libraries that are members of a library system, clarifying existing eligibility requirements

Maintains the existing state grant program administered by the State Librarian, which includes annual equalization grants, Library System grants, per capita grants to public libraries, and planning and construction grants

Public libraries can qualify for equalization grants if they levy a tax for library purposes at a rate not less than 0.13% and receive less than $17.50 per capita in property tax revenue (for Fiscal Year 2025 and thereafter)
