Prohibits motor vehicle dealers from parking vehicles for sale on public streets, highways, parking lots, or private property accessible to the public, unless the property is the dealer's own lot with inventory vehicles

Authorizes law enforcement to tow vehicles displayed for sale with destroyed, removed, covered, altered, or defaced vehicle identification numbers

Establishes the Unlicensed Motor Vehicle Dealer Enforcement Task Force within the Secretary of State's Office, consisting of 13 members from state agencies, automobile dealers, and auction firms, to report to the General Assembly by December 31, 2026

Increases administrative citation penalties for unlicensed dealer violations from $50 to between $1,000 and $3,000 per violation, and authorizes the Secretary of State to issue cease and desist orders to unlicensed dealers

Adds offering a motor vehicle in a licensee's inventory for private sale as grounds for license denial, suspension, or revocation
