Lowers the vote threshold for approving zoning special uses, variations, and amendments that lack commission/committee approval from two-thirds to a simple majority of municipal officials

Grants municipal executives (mayors, village presidents, chief executive officers) the right to vote on all council or board decisions affecting zoning

Applies to municipalities with less than 500,000 inhabitants for zoning changes and variations made within 6 months of adopting an official plan

Removes the option for municipalities to increase the vote requirement to two-thirds for special use approvals

Reduces from two-thirds to simple majority the vote needed to approve zoning amendments when 20% of affected property owners file a written protest
