Amends the Illinois Election Code to add paper applications as an option for voter preregistration, in addition to existing online and electronic portal methods

Allows individuals age 16 and older to preregister to vote using a paper application provided by the State Board of Elections

Requires local election authorities that receive paper preregistration applications to promptly forward them to the State Board of Elections for processing

The State Board of Elections holds preregistration applications until the applicant reaches voting age, then transmits the registration to the appropriate election authority
