Expands Illinois's automatic voter registration program to also automatically enroll applicants for permanent vote by mail ballot status when they apply for or renew a driver's license or state ID through the Secretary of State

Applicants would be automatically enrolled in permanent vote by mail unless they affirmatively decline by checking a box on the application form

Requires the Secretary of State to inform applicants in writing about qualifications for vote by mail enrollment, penalties for false applications, and that declining enrollment is confidential and won't affect other services

The Secretary of State must electronically transmit enrollment information to the State Board of Elections, which will process permanent vote by mail applications under existing Section 19-3 procedures

Amends Section 1A-16.1 of the Election Code to add permanent vote by mail enrollment alongside existing automatic voter registration provisions for REAL ID-compliant and non-REAL ID applications
