Creates an "earned reentry" program allowing incarcerated persons, including those serving natural life sentences, to be considered for release by the Prisoner Review Board after serving specified terms of imprisonment

Phases in eligibility over three years: 35+ consecutive years served in year one, 25+ years in year two, and 20+ years in year three and thereafter

Removes the provision that persons serving natural life sentences may only be released through executive clemency, allowing them to seek earned reentry through the new process

Requires the Prisoner Review Board to consider factors including rehabilitation evidence, likelihood of recidivism, disciplinary record, program participation, and reentry plans when determining release eligibility

Applies retroactively to all current inmates and guarantees procedural rights including access to legal counsel, ability to testify at hearings, and access to master record files 60 days before hearings
