Increases annual hospital assessments on inpatient services from $221.50 to $362 per occupied bed day (minus Medicare days) and on outpatient services from 1.525% to 3.273% of outpatient gross revenue, effective January 1, 2025, contingent on federal approval of new Medicaid reimbursement rates

Establishes new minimum directed payment rates for calendar year 2025 and beyond for various hospital classes, including $579.3 million for safety-net hospital inpatient services, $763.4 million for safety-net hospital outpatient services, and specified per-admission and per-claim rates for high Medicaid, general acute care, psychiatric, rehabilitation, and long-term acute care hospitals

Removes the December 31, 2026 sunset date for the hospital assessment program and related payment provisions in Sections 5A-2 and 5A-12.7, making the program permanent

Strengthens tax collection enforcement by requiring the Department of Healthcare and Family Services to withhold Medicaid reimbursements (including managed care payments) from hospitals with unpaid assessments, with mandatory collection beginning September 1, 2025 unless repayment plans are established

Increases annual funding for the Illinois Poison Control Center from $4 million to $4.5 million in fiscal year 2025 and $4.75 million in fiscal year 2026 and thereafter
