Expands veterans' medical leave to allow state employees who are veterans to use their 4 annual days at any health care provider or facility authorized by the U.S. Department of Veterans Affairs, not just veterans hospitals or clinics

Changes terminology from visiting a facility for a "disability" to receiving care for a "military service-connected condition"

The 4 days of leave continue to be separate from and not charged against the employee's regular sick leave

Updates the Personnel Code's jurisdiction section to reference Sections 8b.1 through 8b.20 (previously referenced through 8b.17)
