Authorizes counties to enter into contracts for garbage collection and disposal lasting more than one year but not exceeding 30 years with cities, villages, towns, persons, corporations, other counties, or intergovernmental agencies

Permits counties to contract with private industry to operate facilities for garbage disposal, treatment, or recycling, and to contract with private firms or local governments for garbage delivery to those facilities

For garbage incineration facilities, the 30-year contract limitation begins when the facility actually starts accepting garbage, not when the contract is signed

Payments made under these garbage disposal contracts are not counted as county indebtedness for purposes of any statutory debt limitations

Takes effect immediately upon becoming law
