Increases the small contract exemption threshold for architectural, engineering, and land surveying contracts from $25,000 to $40,000 for contracts entered into on or after the effective date through December 31, 2026

Contracts below the threshold are exempt from the qualifications-based selection requirements in Sections 25, 30, and 35 of the Architectural, Engineering, and Land Surveying Qualifications Based Selection Act

Beginning January 1, 2027, the maximum fee threshold will be adjusted annually based on the Consumer Price Index for All Urban Consumers (CPI-U), using the 12-month percentage change ending in September of the prior year

Annual adjustments to the threshold will be rounded to the nearest $10
