Releases all recipients of state scholarships, grants, or waivers administered by the Illinois Student Assistance Commission (ISAC) from remaining financial repayment obligations when those awards were converted to student loans due to failure to complete required employment obligations

Eliminates repayment requirements for multiple teacher and educator scholarship programs, including Minority Teachers of Illinois, Golden Apple Scholars, special education teacher scholarships, and Post-Master of Social Work School Social Work Professional Educator License scholarships

Removes repayment provisions from the Optometric Education Scholarship Program and the iGROW Tech Scholarship Program, which previously required recipients to repay scholarship funds if they failed to practice/work in Illinois as required

Amends the Nursing Education Scholarship Law to eliminate repayment obligations for nursing scholarship recipients who fail to fulfill their nursing employment or nurse educator employment obligations

Clarifies that the debt release applies only to employment obligation failures and does not cover amounts owed due to error, fraud, fund rescission, or loss of initial eligibility for the award
