Simplifies teacher evaluation ratings from four categories ("excellent," "proficient," "needs improvement," "unsatisfactory") to two categories ("effective" and "ineffective") effective September 1, 2026

Converts all existing teacher evaluation ratings on record: "excellent," "proficient," and "needs improvement" become "effective," while "unsatisfactory" becomes "ineffective" for purposes of employment decisions

Modifies the honorable dismissal grouping system for layoffs, reducing from four groupings to three groupings based on the new two-tier rating system after September 1, 2026

Updates contractual continued service (tenure) requirements so teachers must receive "effective" ratings rather than the previous tiered ratings to achieve or maintain tenure status

Applies to school districts statewide, including Chicago Public Schools, and affects provisions related to remediation plans, recall rights, and license suspension or revocation based on performance evaluations
