Creates the STEM Opportunity Scholarship Program administered by the Illinois Student Assistance Commission to provide scholarships to young women pursuing science, technology, engineering, and mathematics degrees at Illinois public universities

Eligibility requires applicants to be women who are Illinois residents and enrolled at least part-time at a public university in the state

Previous scholarship recipients receive first preference for renewal if they maintain eligibility and satisfactory academic progress; new applicants are prioritized based on financial need

Scholarship amounts are capped so that total financial assistance does not exceed the cost of attendance at the recipient's university

Establishes the STEM Opportunity Scholarship Program Fund in the State treasury, with funding subject to appropriation and eligible to receive private, philanthropic, or federal contributions
