Creates the Database Resources for Students Act requiring school districts, State agencies, public libraries, and public universities/community colleges to only offer digital or online library database resources to K-12 students if providers verify safety policies and technology protection measures are in place

Mandates that library database resources must prohibit, prevent, filter, and block access to child pornography, obscene materials, and materials depicting child sexual exploitation as defined under Sections 11-20, 11-20.1, and 11-9.1 of the Criminal Code of 2012

Requires institutions to withhold payments to non-compliant providers pending verification of compliance, and failure to timely verify compliance constitutes breach of contract regardless of contract provisions

Establishes annual reporting requirement by December 1 each year, with institutions submitting aggregate written reports on provider noncompliance issues to the General Assembly

Extends the Act's requirements to charter schools by amending the Charter Schools Law, with an effective date of July 1, 2026
