Requires parents/guardians to submit annual homeschool notification forms to their regional office of education beginning with the 2026-2027 school year, including student name, birthdate, grade level, address, and parent/guardian contact information

Mandates that non-public elementary and secondary schools register annually with the State Board of Education starting August 1, 2026, and maintain records of enrolled students that can be verified during truancy investigations

Establishes that homeschool administrators (other than parents) cannot have sex offense convictions requiring registration, and creates a process for truant officers to investigate educational neglect when there is reasonable cause to believe a student is not receiving adequate education

Creates protections for homeschool families by establishing a rebuttable presumption that students are not truant if a notification form was properly submitted, and exempts individual notification forms from Freedom of Information Act disclosure

Requires annual reporting by regional offices of education on homeschool student counts by district, grade level, and gender, with the State Board compiling statewide reports for the General Assembly beginning February 1, 2028
