Amends the Health Care Worker Background Check Act to prohibit individuals who fail to report abuse, neglect, or property misappropriation by other employees from working in direct care positions with clients, patients, or residents unless they obtain a waiver

Requires reports of violations involving abuse, neglect, misappropriation of property, or failure to report such violations to be made to the Department of Public Health within 5 days of the incident

Expands the Health Care Worker Registry to include findings against employees who failed to report abuse, neglect, or misappropriation of resident property to the Department

Adds two new categories of aggravated battery to the Criminal Code: battery of a patient at an Illinois Department of Human Services facility by a DHS employee, and battery of a recipient at a community-integrated living arrangement by an employee of that facility

Classifies battery against DHS facility patients or community-integrated living arrangement recipients by facility employees as a Class 2 felony
