Creates the Highway Work Zone Safety Act, establishing a Highway Work Zone Safety Speed Control Program administered by the Illinois Department of Transportation in coordination with Illinois State Police and the Illinois State Toll Highway Authority to enforce speed limits in construction and maintenance zones using automated camera systems

Authorizes work zone speed safety camera systems to record vehicle speeds, photographs of vehicles/operators/license plates, and violation details without requiring a law enforcement officer to be present; requires signage warning drivers that cameras may be in use

Imposes civil law violations for speeding in work zones with fines of $100-$200, distributed among circuit clerks ($10), State's Attorney ($10), Transportation Safety Highway Hire-back Fund ($50), and State Police Vehicle Fund (remainder)

Requires destruction of photographs and recorded images within 2 years of collection; exempts collected information from Freedom of Information Act disclosure and limits use to administering the program and collecting work zone speed fines only

Repeals the existing Automated Traffic Control Systems in Highway Construction or Maintenance Zones Act effective January 1, 2027, replacing it with this new framework
