Creates a new "cooperative agent" license under the Liquor Control Act of 1934, allowing the holder to act on behalf of a cooperative purchase group, with license fees of $650 for online renewal and $750 for initial license or non-online renewal

Prohibits cooperative purchase groups, cooperative agents, and their owners, officers, principals, employees, and spouses from receiving anything of value from retail licensees, importing distributors, distributors, non-resident dealers, or manufacturers as part of cooperative purchasing agreements

Bars cooperative agents and associated individuals from being employed by, consulting for, or having ownership interests in businesses that provide marketing services on behalf of manufacturers, non-resident dealers, foreign importers, or distributors

Requires licensees with combined on-premises and off-premises licenses to make purchases through separate cooperative purchase groups corresponding to their use (on-premises through on-premises groups, off-premises through off-premises groups)

Mandates that cooperative agents and cooperative purchase groups make books and records available for investigation by the Illinois Liquor Control Commission or local liquor commissions, and clarifies surety bond requirements including that bonds must be in favor of each distributor and provide a street address for claims
