Increases total and permanent disability benefits for sheriff's law enforcement employees (SLEP) in the Illinois Municipal Retirement Fund from 50% to 100% of their final rate of earnings at the time disability was incurred

Modifies the "gainful activity" standard for disabled SLEP members, deeming them engaged in gainful activity only if employed as a sheriff's law enforcement employee or in a substantially similar capacity

Allows disabled SLEP members to earn income from a participating municipality or instrumentality in non-law enforcement roles while receiving disability benefits, provided they report earnings to the Fund and have their benefits reduced by the amount earned

Requires disabled SLEP members who earn outside income to report those earnings to the Fund in a prescribed form and manner

Amends the State Mandates Act to exempt the State from reimbursing local governments for costs associated with implementing these changes; takes effect immediately upon becoming law
