Expands the definition of "stalking" under the Stalking No Contact Order Act to include harassment that is unnecessary conduct under the circumstances, would cause a reasonable person emotional distress, and actually causes emotional distress to the petitioner

Creates a legal presumption that certain behaviors cause emotional distress, including: creating disturbances at the petitioner's workplace or school, repeatedly calling after being told to stop, repeatedly following the petitioner in public, keeping the petitioner under surveillance, threatening family members, or threatening physical force

The presumption of emotional distress can be rebutted by a preponderance of the evidence

Explicitly exempts lawful labor compliance activities from the definition of stalking, including monitoring compliance with public safety laws, wage and hour requirements, and other statutory requirements

Takes effect immediately upon becoming law
