Exempts prescription ephedrine products from certain marketing and sale restrictions under the Illinois Controlled Substances Act when dispensed by a practitioner or pharmacy pursuant to a valid prescription for a legitimate medical purpose

Maintains existing exemptions for over-the-counter ephedrine products that meet federal labeling requirements, are packaged in blister packs of no more than 2 tablets, or are anorectal preparations containing no more than 5% ephedrine

Continues to prohibit marketing, advertising, or labeling ephedrine products for stimulation, mental alertness, weight loss, appetite control, or energy purposes

Preserves existing penalties: first violation is a Class A misdemeanor; second or subsequent violations constitute a Class 4 felony

Does not affect dietary supplements or natural products containing naturally occurring ephedrine that do not exceed 15% of total weight, nor does it limit the Methamphetamine Precursor Control Act
