Amends the Illinois Freedom of Information Act to require a 60-day waiting period before filing suit when a request for closed meeting minutes or verbatim records is denied

The 60-day period begins from either the public body's receipt of the request or the issuance of a Public Access Counselor opinion, whichever occurs later

Applies specifically to minutes or verbatim records of closed meetings under the Open Meetings Act that have not previously been made available for public inspection

The waiting period is intended to allow public bodies time to review the requested closed meeting records as provided under the Open Meetings Act
