Increases the maximum annual compensation for water commission commissioners from $600 to $10,000 and removes the prohibition on compensation for commissioners who are also government board members, officers, or employees

Expands the radius within which water commissions may construct water transmission and distribution lines from 25 miles to 50 miles outside member municipalities' corporate limits

Authorizes water commissions to use alternative project delivery methods, including design-build and construction-manager-at-risk delivery systems, with detailed procedures for solicitation, evaluation, and selection of contractors

Allows commissions to establish procurement goals favoring businesses owned by minorities, women, persons with disabilities, or veterans, as well as businesses located within or employing residents of member municipalities

Requires project labor agreements with local building trades councils for commission construction projects funded by bond issuance
