Amends the Counties Code and Illinois Municipal Code to remove the requirement for "preliminary design plans" in requests for proposals for design-build projects, requiring only criteria, general budget parameters, schedule, and delivery requirements

Clarifies that design-build entities cannot be disqualified from consideration solely because they previously received project awards under state public procurement statutes

Allows counties and municipalities to proceed with Phase II evaluation of a single design-build respondent if only one response is received in Phase I, provided the local government determines it is in their best interest

Authorizes fire protection districts to use design-build contracting methods for construction projects, provided a competitive selection process is used to choose the design-builder

Takes effect July 1, 2025
