Amends the Telehealth Act to allow out-of-state health care professionals to treat patients located in Illinois via telehealth under specific circumstances

Applies to patients who are students attending an institution of higher education in Illinois but are not otherwise Illinois residents when not attending school

Enables college students from other states to continue receiving telehealth care from their home-state providers while studying in Illinois

Maintains existing requirements that health care professionals treating Illinois patients through telehealth must generally be licensed or authorized to practice in Illinois
