Creates the Municipal and Cooperative Electric Utility Planning and Transparency Act requiring electric cooperatives, municipal power agencies, and municipalities to file integrated resource plans with the Illinois Power Agency every 3 years starting November 1, 2025, detailing generation portfolios, load forecasts, and 5-year action plans

Establishes renewable energy targets requiring utilities to meet 25% of load from renewable resources by June 2027, increasing to 40% by 2031, with a least cost plan for 100% renewable generation by 2045 and retirement of all coal and gas generation by January 1, 2046

Mandates transparency measures for electric cooperatives including open meetings for members, public posting of rates and financial audits, disclosure of lobbying activities, and requirements for board candidates to receive membership lists

Amends the Open Meetings Act to narrow closed meeting exceptions for municipal utilities to only trade secrets, ongoing contract negotiations with non-affiliates, and information prohibited by regional transmission organizations

Modifies eminent domain requirements so that municipal power agencies and cooperatives can only claim the rebuttable presumption of public benefit for utility property acquisitions if the facility was identified in their most recent integrated resource plan
