Amends the Illinois Vehicle Code to allow failure to wear a seat belt or misuse of a seat belt to be considered evidence of negligence in civil lawsuits

Permits a plaintiff's damages recovery to be diminished (reduced) if they were not wearing or properly using a seat belt at the time of an accident

Currently, Illinois law prohibits seat belt non-use from being used as evidence of negligence or to reduce damage awards; this bill reverses that protection

Protects insurers by specifying that the change shall not limit an insurer's liability

Maintains existing seat belt requirements, exemptions, and the $25 maximum fine for violations as petty offenses
