Adds citizenship, primary language, and immigration status as protected categories under the Illinois Human Rights Act for public accommodations and financial credit transactions

Defines "citizenship" as born U.S. citizen, naturalized citizen, or U.S. national; "immigration status" as citizenship of another country or lack of authorization to be present in the U.S.; "primary language" as a person's preferred language for communication

Prohibits financial institutions from denying loans, credit cards, or varying loan terms based on a person's citizenship, primary language, or immigration status, and bars inquiry into permanent residence or immigration status for creditworthiness determinations

Protects individuals from discrimination at public accommodations based on actual or perceived citizenship, primary language, or immigration status, including discrimination by association

Establishes statutory damages of 3 times actual damages or $8,000 (whichever is greater) for violations, while exempting immigration status verification when required by federal law and not requiring services in languages other than English beyond existing legal requirements
