Modifies Illinois automatic voter registration by requiring applicants to present documentation proving U.S. citizenship (such as a passport, certified birth certificate, Consular Report of Birth Abroad, or Certificate of Citizenship) for their driver's license or state ID application to serve as a dual-purpose voter registration application

Prohibits dual-purpose voter registration applications for individuals who present documentation establishing they are not U.S. citizens to the Secretary of State or designated automatic voter registration agencies

Requires the Secretary of State to provide written notice to applicants about voter registration qualifications, penalties for false applications including immigration-related consequences of incorrectly claiming citizenship, and that their application will be transmitted to the State Board of Elections

Mandates language assistance at all Secretary of State Driver Services facilities and designated voter registration agency facilities in covered jurisdictions, requiring materials in languages covered by Section 203 of the federal Voting Rights Act and the 5 most common non-English languages in Illinois

Establishes a 23-day period after mailing notices during which applicants can decline voter registration, with implementation required by January 1, 2027
