Expands the Snow and Ice Removal Act to protect business owners and operators, in addition to residential property owners, from liability when removing snow or ice from sidewalks and parking areas

Adds parking areas to the existing liability protections that previously covered only sidewalks

Maintains the existing standard that liability only attaches if snow or ice removal was done in a willful or wanton manner

Allows courts to award attorney's fees to defendants protected under the Act if a lawsuit against them is determined to be frivolous
