Increases the small estate affidavit threshold from $100,000 to $150,000 for transferring personal property in a decedent's estate without opening formal probate proceedings

Excludes motor vehicles, trailers, and mobile homes registered with the Secretary of State from the $150,000 personal property limit, allowing these items to be transferred separately via the affidavit process

Requires that no letters of office are outstanding and no petition for letters is contemplated or pending in Illinois or any other jurisdiction before using the small estate affidavit

Updates the official small estate affidavit form to reflect the new $150,000 threshold and the motor vehicle exclusion

Applies only to decedents whose date of death is on or after the effective date of the Act; takes effect immediately upon becoming law
