Public universities in Illinois would gain autonomy to independently manage State-funded construction projects up to $20,000,000 without Capital Development Board (CDB) oversight

Universities would have authority to develop project plans, budgets, and timelines; select contractors and architects; procure materials; and monitor project progress while maintaining compliance with State rules

Universities retain the option to voluntarily use CDB services for construction projects if their governing body determines it beneficial, with formal agreements outlining scope and costs

Universities exercising this autonomy must submit regular reports to the Board of Higher Education on project progress, expenditures, and outcomes

Takes effect immediately upon becoming law
