Amends the Speech Rights of Student Journalists Act to allow students (individually or through a parent/guardian) and student media advisers to file lawsuits seeking injunctive or declaratory relief to enforce free speech and free press rights

Limits the private right of action to seeking injunctive relief that would allow publication of the speech in question, not monetary damages

Permits courts to award reasonable attorney's fees to plaintiffs who substantially prevail in these cases

Maintains existing protections that student expression is not considered school policy and that school districts, employees, parents, and officials are not liable for student expression except in cases of willful or wanton misconduct
