Requires the Illinois Department of Agriculture to study actions and practices to mitigate drought and climate change impacts on agriculture in the state

Directs the Department to analyze costs, benefits, and feasibility of financial and technical assistance programs for agricultural producers affected by drought and climate change

Requires study of using agricultural land management for greenhouse gas reductions and carbon sequestration opportunities

Directs analysis of the feasibility of using floatovoltaics (floating solar panels) in state waterways

Requires study of establishing an Agricultural Drought and Climate Resilience Office within the Department to provide voluntary technical assistance and incentives to farmers

Department must report findings and recommendations to the General Assembly within 2 years of the act taking effect
