Reduces default speed limits in urban districts effective October 1, 2025: arterial streets drop to 25 mph, residential streets to 20 mph (from 30 mph), and alleys to 10 mph (from 15 mph)

Excludes interstate highways and Illinois State Toll Highway Authority roads from the urban district speed limit changes

Requires the Secretary of State by September 1, 2025 to notify every licensed driver of the speed limit changes via direct postal mail and a statewide communications campaign

Limits enforcement to warnings only during the first 60 days after the new speed limits take effect for counties, municipalities, and townships with speed enforcement authority

Takes effect immediately upon becoming law
